Nice initiative but what mechanism are u going to put in place to check fraud, a group of people coming together to make a place dirty purposely to take pictures send them to you to later clean it themselves for the cash reward.

It happens a lot in Ghana, we have people on our roads filling potholes and collecting money from drivers using that road for their job done, only to come back in the night to remove all the sand used to fill the holes to do the same thing the next day.
