Thanks for sharing the winner’s post. However, the issue that I am facing with htx is that I am not able to open the website itself. It never loads up! I tried it over various networks and it does the same for all of them (none of them have connectivity issues). That makes me wonder whether that site is even working properly or not.

Yes and the deadline for the deployment to mainnet is included in the hackathon post
Check whether the country you are accessing it from have any restriction on crypto trading and if it does, you can try it using a vpn

On Devpost, I can only see the previous 2 seasons of this event being organized there. And those are seasons 2 and 3, if I am not wrong. So, where were the other 2 seasons hosted? Can you provide the link to those?
