You can have a read here 
People who don’t have energy can swap at a flat 19 trx to cover Tron energy cost. Those who have too much energy can freeze some for our swap contract and get some $JM as reward.
A part of the benefit we get from it will go to the $JM buyback and burn events and the rest will be frozen for energy so we can offer more cheap swaps in the future.
